Biography:


Georgy Boos was born in Moscow on January, 22, 1963. In 1986 he graduated from Moscow Power Engineering Institute with a degree in electrical engineer lighting devices.


In 1986-1988 he served as an officer in the Soviet Army (Air Force) in the city of Spassk-Dalny in the Far East.


In 1988-1991 he was engineer, senior engineer, junior researcher, junior scientific research fellow at the Technology and Lighting Institute (VNISI), Moscow. At the same time he was giving classes part-time teaching mathematics at a Moscow secondary school № 247.


In 1991-1993 he was director of scientific and industrial lighting company Svetoservis, Moscow.


In 1993-1995 he was CEO of Scientific and industrial lighting company Svetoservis. The company deals in providing lightening for municipal facilities in Moscow as the main contractor.


In December 1995 he was elected to the State Duma of the second convocation from Medvedkovsky single-seat constituency.


In 1996-1998 he was deputy of the State Duma of the Russian Federation on an ongoing basis and a member of the Duma Committee for Budget, Taxes, Banks, and Finance.


In 1996-1997 he was member of the faction Our Home – Russia and deputy chairman of the faction.


On September, 29, 1998 he was appointed head of the State Tax Service of the Russian Federation and later, by a presidential decree, he was appointed Minister of Russian Federation on Taxes and Duties. In May 1999 he was dismissed along with the cabinet of Yevgeny Primakov.


In December 1999 he was elected to the State Duma of the third convocation from Medvedkovsky single-seat constituency.


In 1999-2003 he was member of the faction of the Fatherland - All Russia and deputy chairman of the State Duma the faction.


In December 2003 he was elected to the State Duma of the fourth convocation from Medvedkovsky single-seat constituency.


From 2003 to September, 21, 2005 he was deputy chairman of Russian State Duma, member of presidium of the faction United Russia, and member of the Supreme Council of the party United Russia, a position he kept while  being the governor of Kaliningrad region.


On September, 28, 2005 he became governor of Kaliningrad region (empowered by regional Duma deputies on the proposal by President Vladimir Putin). As governor he formed a one-party government of United Russia party members


On January, 22, 2010 Boos was entrusted to deliver a keynote address at a State Council meeting devoted to the development of Russia's political system. After the meeting Boos announced his intention to remain governor of Kaliningrad region for a second term.


On January, 30, 2010 a meeting took place in Kaliningrad. It was the most popular one in many years. About 10,000 people at the meeting demanded the resignation of Georgy Boos, the regional governor.


On August, 16, 2010, it was announced that Boos was not on the list of candidates for the post of Governor.


In February 2011 it became known that Boos, who left the political scene, was preparing to play the role of Napoleon in 1812, a rock opera by Alexei Rybnikov dedicated to the bicentennial of the beginning of the War of 1812.

Boos’ income totaled to 122 million rubles in 2008 and to 86.4 million rubles in 2009. Outside the region he preferred to travel by a private jet, which, according to financial statements, he did not own, but which was adorned with the emblem of Kaliningrad region. He also owned a yacht. In Kaliningrad he lived in his691.6 square meters house in the elite bloc in Deniana Bednogo Street in the Leningradsky region.


He was baptized as an adult. His godmother, Irina Raber, was a prefect of the North-East district of Moscow. Boos is married and has six daughters from three marriages.

On December 17, 1995 Boos was elected to the State Duma of the second convocation. Viktor Mironov, one Boos’ rivals at the election to the State Duma in 1995, who came second according to the votes count, said that the election results in their district were rigged. According to him, the municipal authorities were doing everything possible to put Boos in a privileged position. With the support of the prefect of the North-Eastern Administrative District of Moscow, Vladimir Sister, Boos constantly appeared on cable television and in local newspaper Moscowskaya Okraina (Russian for “Moscow suburbs”). Boos spent at least 1 billion rubles on campaign posters manufacturing, although, according to the law on elections, a deputy may spend no more that 600 million rubles on his campaign. Campaigning for Boos was not stopped even on the election day. And when the votes were counted, Boos lost on all counts in those polling stations where there were observers and confidants of Mironov. However, on stations with no such observers, the victory of Boss was more than convincing. At a closed polling station number 768, he received 99.9 percent of the vote, achieving unprecedented results since the perestroika.

In 1998 in the Duma during voting on the candidacy of Viktor Chernomyrdin, who was nominated to be prime minister, Boos openly announced that he would not vote for Chernomyrdin, since among candidates for being prime minister there also was Moscow Mayor Luzhkov.


After being dismissed as Minister of Taxes and Duties of the Russian Federation, Boos said that it purely political in nature because it involved his friendly ties with Moscow Mayor Yuri Luzhkov.

On November, 22, 1999 Ostankino district court of Moscow satisfied the claim of Georgy Boos against Pavel Sheremet and ORT TV channel. The host of Saturday news program Vremya said that Fatherland - All Russia chief of staff directly threatened Boris Yeltsin. Fatherland - All Russia was obliged to give official contradiction to this information, to pay Boos 5,000 rubles as compensation for moral damage and pay a state fee of 8 rubles 39 kopecks. Boos evaluated his moral damage on this issue worth 5 million rubles and was going to send the money to the families of Russian soldiers and officers killed in Dagestan, as he claimed in almost every interview.

On December, 2, 1999 Yevgeny Primakov, the leader of Fatherland-All Russia bloc, accused the representatives of the Kremlin administration in an attempt to bribe members of the bloc. On December the 3rd Primakov said that "the coordination and organization of [the pressure on Fatherland-All Russia] was carried out by Aleksander Mamut, who called himself an advisor to Aleksander Voloshin, head of the presidential administration.” The same day, Boos said that the documents about attempts to bribe members of Fatherland-All Russia, including members of the staff, were handed over to the Central Election Commission.

In 2005 right before taking office, Boos said: "I have some simple requirements to the business. These are work honestly and pay taxes. And no bribes. Even if they are extorted. Because if I catch someone with a bribe, I would kick the person’s ass right there. I will not give such businessman a second chance to enter the administration building. And if an official extorts a bribe, a businessman should tell me about that, I will protect this person from extortion and put the official in prison. "

Since mid-2009 to summer 2010 the press published information about cases of corruption among officials close to Boos investigated by the Prosecutor's Office. In March 2010 Elena Klyuykova, the region’s Health Minister, resigned after a scandal about the purchase of overpriced tomograph and the January protests.

Another thing that came to the attention of regional prosecutors was buying a Kaddilak car for Kaliningrad Regional Centre of diagnosis and counseling of children and adolescents. And in July 2010 it came through that Andrey Ushakov, Deputy Governor, presented a forged diploma of higher education when taking the office. Upon these and other facts the prosecution initiated criminal cases, but punishment was not severe.

On Friday Internal Affairs Economic Crimes of the Kaliningrad region officers conducted searches and seizures of documents in the regional government and its subsidiary non-for-profit fund, said a source in the regional police department.


According to unofficial information, the actions of police officers were prompted by the investigation of a criminal case, which had been initiated on the theft of the regional budget in the amount of 90 million rubles. Theft of money was held under the guise of citizens obtaining subsidies on interest rates of mortgage loans, the interviewee said.

In August 2010 Boos was once again involved in a scandal. The scandal was connected to the unveiling by Kaliningrad Internet media of the results of a check conducted by the military prosecution in respect of military ranks of the governor, launched after Boos appeared at the ceremonies in May 2010 in “uniform of an Air Force colonel, decorated with five rows of medals.” According to the check, Boos was awarded the title of colonel, and before that the title of Air Force lieutenant colonel, illegally. It was stressed that indeed when in reserve he was awarded the rank of captain, but he did not receive the rank of major due to an error made by a recruiting office employee in 1997. In connection with this the decrees on awarding Boos the ranks of lieutenant colonel and Air Force colonel were abolished in June 2010by the Minister of Defense.

In August 2010 United Russia decided not to include Boss in the list of candidates for the post of head of Kaliningrad region. According to political analysts, Boris Gryzlov, head of the Supreme Council of the party, supported Boos as Kaliningrad governor for another term, while Ilya Klebanov, the head of the Northwestern Federal District, was his main opponent. Regional opposition was triumphant to find out the news about the imminent dismissal of Boos. According to Aleksander Kynev, head of the regional programs of the Foundation for Information Policy, the main role in Boss’ dismissal was played by the growing discontent with the authorities in the region.
